Today on 19/2/2022, Cihan University - Duhok, in cooperation with an association of Political Science Academics in Duhok, held a forum under the title “Reading about the Kurdish Regions Outside the Administration of the Kurdistan Region” and in the presence of Assistant Professor (Dr. Zeravan Abdulmohsen Asaad) the President of Cihan University- Duhok and Mr. (Dzhwar Faeq) Advisor to the President of the Kurdistan Regional Government for the Kurdish Regions outside the administration of the region and Professor (Dr. Ibrahim Ahmed Smou) Advisor to the Board of Trustees of Cihan Universities, with the participation of a number of researchers, academics, university professors and specialists. Where the forum was moderated by the Assistant Professor (Dr. Bayar Mohammad Rasheed Omar) the Assistant President of the University for Scientific Affairs.

The issue of the geographical range or the administrative boundaries of the Federal Region of Kurdistan of Iraq did not get attention during the issuance of the state administrative law for the transitional period, as well as during writing the permanent Iraqi Constitution that required attention and the desired care and was neglected by temporary, transitional and permanent central governments despite the necessity to ensure the success of state-building combined federalism based on the voluntary union of the new Iraq, or rather to achieve a radical solution to the Kurdish issue in Iraq. Therefore, the issue of the southern and southwestern borders of the Kurdistan Region (due to the problem of the areas out off frame in Kurdistan and attached to the neighboring provinces) has become the most important and difficult pending issue between the federal government and the regional government is due to the expected negative repercussions and effects of the complexity of this ticklish issue regarding the relations between the two sides, and for this reason, this symposium quested to discuss the most important ways to deal with Article 140 of the Iraqi constitution, as well as the most important strategies and appropriate scenarios to deal with this Article.
